The HR Business Partner (HRBP) position is responsible for aligning people practices and strategy with the business objectives in the ECCE. The position is first port of call for the ECCE Managing Director, the Business Unit Directors, and Managers, formulating partnerships across the HR function and operations to deliver value-added service to management and employees that reflects the business objectives of the organization and supporting the transformation of this new business unit. The HRBP maintains an effective level of business literacy about the business unit’s financial position, its workforce planning, its midrange plans, its culture, and its competition.

This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.

This is a permanent full-time employment. The position is based in Wavre or Transinne RHEA offices and reports to the HR Director based in Wavre, Belgium.

About ECCE

RHEA Group and partner IDELUX are creating a European Cybersecurity Centre of Excellence (ECCE) in Transinne, Belgium, to support and strengthen European organizations across all sectors, including defence, against the perpetual threat of attacks, and to act as a centre of excellence to ensure digital trust at all times.

This new centre will provide a unique cybersecurity ecosystem and pool of expertise in the heart of Europe to effectively address any preventive and corrective concerns and needs that European organizations may have when it comes to securing their operations, IT systems and data.

ECCE is a new business unit with a new type of business environment and culture requiring developing new skills mainly project management, managing customer relationships, risks, and strong people management. Employees are spread across different countries where RHEA is present such as in Italy, Germany or France.

Tasks and Activities

The scope of work will include:

  • Defining HR Strategy with ECCE Managing Director and the different HR centres of expertise (payroll, admin, contract, reward & global mobility).
  • Participating in weekly meetings with ECCE management.
  • Consulting with line management, providing HR guidance when appropriate.
  • Analyzing trends and metrics in partnership with the HR group to develop solutions, programmes and policies.
  • Managing and resolving complex employee relations issues. Conducting effective, thorough and objective investigations.
  • Coordinating with HR Centres of Expertise to maintain knowledge of local legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
    • Highlighting and defining changing requirements to current HR policy or business practices.
    • Updating HR policy and procedures which are specific to the ECCE.
    • Partnering with the Legal and Finance departments as needed/required.
  • Building a relationship of trust with the employees, visiting the employees in the customers premises and different RHEA offices.
  • Collaborating with the Reward Manager to conduct periodic reviews to ensure compensation and benefits are reflective of the market and changing tax regulations.
  • Providing day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
  • Working closely with management and employees to improve work relationships, building morale, and increase productivity and retention.
    • Guiding and supporting Managers to manage absence, providing data and methods to address issues and uplift attendance.
  • Providing HR policy guidance and interpretation.
  • Developing contract terms for new hires (in line with recruitment team and HR Contract centre of expertise), promotions with Reward Management centre of expertise and transfers with Global Mobility centre of expertise.
  • Supporting the managers with the induction of new employees together with HR Admin centre of expertise.
  • Assisting international employees with expatriate assignments and related HR matters with Reward Management centre of expertise.
  • Providing guidance and input on business unit restructures, workforce planning and succession planning.
  • Identifying training needs for business units and individual executive coaching needs.
  • Participating in evaluation and monitoring of training programmes to ensure success.

Skills and Experience

The following skills and experience are mandatory:

  • Minimum of 8 years of general HRBP experience in an IT dynamic environment that is in an ongoing transformation to project management organization.
  • Experience resolving complex HR employee relations issues.
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and (union) relations, diversity, performance management, and federal and state respective employment laws.
  • Ability to comprehend, interpret and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances and policies.
  • Ability to acquire a thorough understanding of the organization’s hierarchy, jobs, qualifications, compensation practices and the administrative practices related to those factors.
  • Experience working in a multi-national environment with a complex structure with different business in the same country or the same business spread over different countries.
  • Excellent communication and negotiation skills and ability to build trust.
  • Strong analytical and problem-solving skills.
  • Customer and solution-oriented with excellent interpersonal skills.
  • Organized and structured worker with natural attention to detail.
  • Ability to prioritize to meet deadlines and work under pressure in a fast-paced and demanding work environment.
  • Ability to manage multiple projects and priorities simultaneously.
  • Proactive and able to work effectively both independently and as part of a team.
  • Fluent spoken and written English and French.

The following skills and experience would be highly desirable:

  • A Bachelor’s degree in a relevant field and ideally HR Certified.
  • A working knowledge of another European language.
